This request for proposals (RFP) provides to those law firms interested in submitting proposals for the subject procurement (“Offerors”) sufficient information to enable them to prepare and submit proposals for the Governor’s Office of General Counsel’s consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for legal services during the term of the contract (“the Matter”).
This RFP is issued pursuant to Executive Order 2015-2 dated January 20, 2015, and in accordance with Section 518 of the Commonwealth Procurement Code, 62 P.S. § 518 and Part III Chapter 8 of the DGS Procurement Handbook.
The Pennsylvania Insurance Department, Office of Liquidations, Rehabilitations and Special Funds (“OLRSF”) has identified a need for legal services for the Underground Storage Tank Indemnification Fund (“USTIF”) that include: representation of the USTIF to defend claims brought directly against the USTIF, the Tank Installers Indemnification Program (“TIIP”), or the USTIF Board, representation of the interests of the USTIF and TIIP in the resolution of claims against these funds, including claims of participants for coverage, claims of third parties for property damage and bodily injury, and subrogation matters. This engagement may include other general work as designated by the Chief Counsel of the Pennsylvania Insurance Department, the USTIF or the Governor’s Office of General Counsel. For purposes of this RFP, the Commonwealth may be making a limited multiple award to the highest evaluated Law Firm(s) based upon the criteria set forth in this RFP.
