Description: This Project includes: PROFESSIONAL SELECTIONS.  PROJECT TITLE:  Capitol Complex – Accessiblity Upgrades BRIEF DESCRIPTION: The scope of work includes, but is not limited to, performing a study to assess existing site & structure accessibility issues & explore strategies utilizing a multidisciplinary approach to define a plan for phased implementation for corrective action within the sensitive historical context of the Capitol Complex. Following the conclusion of the study, the Department intends to continue directly into the design phase of improvement project(s). The Department may retain the same professional who will perform this study. Subsequent improvement project(s) will include Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation requirements & will be established by the Department following the study conclusion. The Professional is encouraged to retain SDB/VBE consultants who can continue into the design phase.

ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS:  Interviews will be conducted with short-listed firms, who will be notified of interview details.  A “Detailed Proposal” will be requested from short-listed firms.  Provide resumes for key design & management personnel; the firm’s approach to the project, including descriptions of tasks & scope of services, & an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm’s portfolio of a project that illustrates the firm’s ability to translate design intentions into a solution that meets client’s needs; an organizational chart & detailed work plan, identifying key personnel roles & percent of time assigned to project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional & key personnel, with contact information for references for these projects; an assessment of key project issues & risks to the project; identification of special investigations, studies or testing that may be required; a description of how diversity will be accomplished within the team; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years & a non-binding fee proposal.
