The Commonwealth of Pennsylvania (Commonwealth) issues this Request for Information (RFI) to invite suppliers to attend a live virtual forum (Supplier Forum) to solicit information that may be used to assist with the development of a solicitation for the Pennsylvania Department of Insurance (PID) Office of Corporate and Financial Regulation (OCFR) Document Digitalization and Workflow which may be released by the Commonwealth in the near future. Specifically, the Commonwealth seeks to gather information during the Supplier Forum that can be used to formulate specifications and requirements, realistic timeframes and cost structures for the referenced procurement and project. The Commonwealth desires to produce a solicitation that promotes vendor competition and creative technical solutions. The Commonwealth is open to any and all ideas in relation to this project and encourages alternative ideas that will help the Commonwealth better define its requirements. This Supplier Forum is an earnest attempt to become aware of and knowledgeable about current solutions to support the project requirements of the Commonwealth and will help the Commonwealth identify vendors who are able to provide the required services to support this goal. Background: The Commonwealth of Pennsylvania is seeking a solution that delivers advanced integration, workflow management, document handling, and reporting capabilities to enhance operational efficiency and support informed decision-making. This initiative aims to modernize OCFR’s operations, ensuring efficiency, compliance, and adaptability to evolving regulatory and operational demands.
Purpose: The purpose of the RFI is to request feedback from the supplier community who have experience in OCFR Document Digitalization and Workflow. The information gathered through this RFI will be taken into consideration during the development of a new solicitation for the requested services.
Topics discussed during the Supplier Forum:
1. Would your system retention have sufficient capacity to allow for indefinite retention of selected documents and be scalable for shorter periods? 2. What general and insurance regulatory system(s) has your company interfaced with in the past? 3. What is your document search and retrieval look like? 4. Does your system reporting allow for preprogrammed and ad hoc reports generated by the end user? 5. Can your system identify missing support documents? 6. What is the industry standard for Document Digitalization and Workflow? 7. How can the system streamline licensing workflows, document management, and integrate with tools like TeamMate and email systems? 8. What solutions can optimize file management, workflow timelines, and reporting for the Analysis Division, with integration into TeamMate and NAIC systems? 9. How can we enhance document handling, reporting, and billing support for the Examination Division, ensuring seamless integration with TeamMate? 10. What secure, scalable platform solutions can support integrated workflows, advanced document management, and reliable reporting across all divisions while ensuring data security and accessibility? 11. What is the typical cost structure for the services identified in this questionnaire?
