The Pennsylvania Department of Transportation’s (PennDOT) requests to effectuate the delivery of an On-the-Job Training Supportive Services (OJT SS) program to identify and recruit minorities, women and disadvantaged individuals that have been underrepresented on federally assisted highway projects. The purpose of the OJT SS is to provide trainee orientation, follow-up services, networking, and outreach events in support of PennDOT’s OJT SS programs. Additionally, the OJT SS will provide trainee and development support through specialized programs to address retention. This program will allow for PennDOT to survey and address barriers for trainees in completing the OJT SS programs. It can provide mitigation tools and strategies, develop measures and outcomes in an effort to increase graduation numbers and workforce retention.
The Federal Disadvantaged Business Enterprise (DBE) program applies to this procurement. There is a DBE Goal of 0% established for this procurement, but the Selected Offeror will still be required to make a good faith effort to identify, solicit and use subcontractors certified under the DBE program.

Preproposal Conference. This Conference will be held on May 13, 2025 @ 1:30 AM via Microsoft Teams. An RSVP is due via email to Betsy Novelli, enovelli@pa.gov, by April 14, 2025 @ 11:00 AM. The link to the Microsoft Teams call, or call-in phone# and code for those without Microsoft Teams access, will be provided after registration. Please see the DBE Preproposal Conference Presentation contained in the RFP Buyer Attachments in the event you will not be able to use the link to join the call and must use the call-in phone number and code.
There will be an additional Preproposal Conference on May 30, 2025 @ 10:30 AM via Microsoft Teams to present Addendum Two added to Buyer Attachments, which revised the RFP Technical Submittal to reclassify the CWPT tasks as optional.
