Description: The primary objective of this RFP is to select an Offeror to provide services to manage all facets of the Travel and Tourism Literature Distribution Program, which includes the distribution of travel and tourism literature and promotional materials to fourteen (14) Pennsylvania Department of Transportation (PennDOT) Welcome Centers and thirty-five (35) PennDOT Rest Areas located throughout the state.  Travel and tourism related literature and promotional materials include but are not limited to brochures, pamphlets, travel guides and rack cards. PennDOT does not own any of the travel and tourism literature and promotional materials, customer information or ordering history. Vendor responsibilities include a marketing plan, website to enroll participants, warehousing, inventory management, distribution & display. The Offeror will be required to implement a method to transition current participants and enroll new participants into the program for Welcome Centers and Rest Areas. Participants are defined as approved tourism-related businesses. The Travel and Tourism Literature Program must be fully functional and operational no later than 11:59 p.m., EST, November 30, 2024. The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement. There is an SDB Goal of 14% and a VBE Goal of 3% established for this procurement.

Preproposal Conference with SDB and VBE and PennDOT Diverse Business (DB) Program Goal Information Session.  The Commonwealth has made significant changes to the SDB and VBE requirements, and failure to meet these requirements may result in your proposal being deemed nonresponsive. Therefore, the Issuing Office will hold an SDB and VBE Goal Information Session for this RFP which we highly recommend you attend. The purpose of this Session is to provide an overview of the RFP and SDB and VBE Participation submission instructions. Offerors may ask questions in accordance with Section 10, Questions and Answers contained in this Description Section. Offerors may also ask questions during the Session, however responses provided during the Session are not official until the question is submitted in writing using the Q&A Board in JAGGAER. Q&A Board questions and written responses shall become part of this RFP. There will also be an overview of the PennDOT DB program and requirements.

This conference will take place virtually via Microsoft Teams on November 28, 2023 @ 2:30 p.m. EST. An RSVP is due via email to Rhonda Dolen, rdolen@pa.gov, by November 28, 2023 @ 10:00 a.m. EST.
