Description:

The Pennsylvania State Police, Bureau of Emergency and Special Operations, Special Services Division, Aviation Section is in dire need of a new fixed-wing airplane. PSP’s current fixed-wing fleet consists of one 2015 Pilatus PC12, one 1999 Cessna Caravan 208-B, and four 2008 Cessna 206-B airplanes. The Pilatus has a primary mission of transporting individuals, with a secondary function as a surveillance platform. The Caravan has a primary mission as a surveillance platform, with a secondary function as a transport plane. The 206-Bs have a primary mission of traffic enforcement, but this mission has become ineffective and obsolete. Moving forward, the Caravan will be replaced with an equally capable aircraft and the 206-Bs will be removed from the fleet.
The Caravan was manufactured in 1999 and is approaching the end of its usefulness. It is not rated for all weather conditions with the camera attached. This makes it unsafe and inefficient to use during much of the year. There are aircraft that have comparable capabilities as the Caravan but are equipped with features that allow them to be flown into known icing conditions.
The aircraft procured through established procedures will be used to further the mission of the Aviation Section to provided necessary services to the Pennsylvania State Police, other law enforcement and public safety agencies throughout the Commonwealth.
