This Request for Applications (“RFA”) provides to those interested in submitting applications for the subject procurement (“Applicants”) sufficient information to enable them to prepare and submit applications for the Department of Human Service’s (“Department” or “DHS”) consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”). Through this procurement, the Department is seeking qualified entities to establish community-based comprehensive models to support access to, and success in, postsecondary education and training for single parents. In Phase 1 of the procurement, the Department intends to provide technical assistance to selected Applicants for the development of a model implementation plan. At its option, DHS will potentially award start-up funding to some or all of the selected Applicants for the implementation of proposed models as Parent Pathways Models (“Project”).
