Description:
|
The successful respondent, which can be a public or private entity, will be responsible to serve as a technical consultant for communities or systems with identified drinking water, wastewater, storm water, or non-point source infrastructure issues. Outreach to public or privately owned entities eligible for funding from the State Revolving Fund through PENNVEST is expected to better enable those entities to identify, target and develop related infrastructure projects that will complete necessary engineering, and submit funding requests to the program for construction financing. The selected respondent shall: (1) serve at the direction of the Pennsylvania Infrastructure Investment Authority (PENNVEST) and the Pennsylvania Department of Environmental Protection (DEP) to provide technical assistance to communities or systems do evaluate and develop potential projects that will move to construction that will improve water quality and achieve identified wastewater, stormwater, and non-point source goals; (2) work with interested parties to provide a technical assessment of the impact of potential projects with regard to: water quality benefits, public health, cost, impact on system-wide ratepayers, design and construction timelines, and overall contribution to Pennsylvania’s clean water and environmental goals; (3) serve as a resource for interested parties to address necessary procedural requirements, including design & engineering of a potential system improvements, the Commonwealth’s Intended Use Plan (IUP) and project eligibility, DEP permitting requirements, and any and all state and federal construction requirements, as applicable.

PROPOSALS WILL ONLY BE ACCEPTED ELECTRONICALLY THROUGH JAGGAER.
Bids must be received by the purchasing agency on the Solicitation Due Date no later than the Solicitation Due Time as set forth in the solicitation. Any conflict between the dates and/or times contained in the solicitation itself or its attachments and this advertisement shall be resolved in favor of the solicitation.
