This request for proposals (RFP) provides to those law firms (“Offerors”) interested in submitting proposals for the subject procurement sufficient information to enable them to prepare and submit proposals to allow the Commonwealth of Pennsylvania, State Employees’ Retirement Board (“SERB”) and the Commonwealth of Pennsylvania, Pennsylvania Municipal Retirement System (“PMRS”) (SERB and PMRS are, hereinafter, collectively referred to as the “Systems”) to select for contracting within the Commonwealth of Pennsylvania to serve as tax counsel.
Lots. This RFP is made up of two (2) Lots as described below. Offerors may submit a proposal for one individual lot or may submit proposals for both Lots. Offerors must submit a separate and complete proposal (technical, cost, small diverse business and small business, and law firm diversity) for each Lot for which it submits a proposal, and the proposal must clearly state the Lot for which the proposal has been submitted. The Commonwealth will separately award and execute one contract for each Lot. Even if the same offeror is awarded both Lots, the Commonwealth will still execute a separate contract with that offeror for each Lot. When making a final selection decision, the Commonwealth may consider factors beyond the evaluation criteria.
LOT 1 - PMRS only contract.
LOT 2 -SERB only contract.
This RFP is issued pursuant to Executive Order 2015-2 dated January 20, 2015, and in accordance with Section 518 of the Commonwealth Procurement Code, 62 P.S. § 518, and Part III Chapter 8 of the DGS Procurement Handbook.
