LIQUIDATED DAMAGES = (.1) $2,500.00 per day, (.2) $500.00 per day, (.3) $370.00 per day & (.4) $750.00 per day.

There is no Bid Guaranty required for this Project.

A PRE-PROPOSAL CONFERENCE has been scheduled for Wednesday, August 17, 2022, at 10:00 A.M., at Cresson Hall, Lincoln University, 1570 Baltimore Pike, Lincoln University, PA 19352. – (Park on Maple Drive).

The following requirements apply: Attendance Tracking: Event host(s) must track attendance of all participants and maintain record of attendees. Attendance must include name, email and telephone number of attendees, event host(s), and those working or volunteering at the event. This information may be utilized for contact tracing purposes in compliance with federal and state privacy regulations. Social distancing: Though not required, it is still encouraged to maintain social distancing when possible. Face masks: Masks covering the nose and mouth are optional for all individuals within indoor spaces regardless of vaccination status. Mask wearing is not required in outdoor spaces throughout campus. Covid Mitigation Plan – If an attendee or staff at an event test positive for Covid-19, it should be reported to the conference director immediately and to Lincoln University leadership. The event host agrees to follow appropriate quarantine and contract tracing protocol set forth per PA Department of Health’s Considerations for large gatherings policy.

Projects located at any Centers for Medicare & Medicaid Services (CMS) Facilities listed on the Department’s January 24. 2022, and March 25, 2022, Notices must continue to follow the “Interim Final Rule COVID-19 Vaccination Requirements” and deadlines.  Projects at all Non-CMS Facilities are encouraged to follow COVID-19 vaccination requirements.  Guidelines and site access requirements vary per site, and some agencies may have more stringent requirements which will be noted in their project’s Notice to Bidders.
All potential proposers are invited and urged to attend this Pre-Proposal Conference.

The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.  In addition, there will be no points allocated toward SDB/SB participation for this procurement.
This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works.  Proposers now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Request for Proposals section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.
The Goals for each Prime Contract is as follows:  SDB & VBE GOALS – ALL BASE BIDS
.1 GS SDB 6% VBE 3%, .2 HVAC SDB 8% VBE 3%, .3 Plbg. SDB 10% VBE 3%, .4 Elec. SDB 10% VBE 3%.
