Description: The Pennsylvania Insurance Department (“Department”), on behalf of the Commonwealth of Pennsylvania, is compiling a list of pre-qualified vendors to perform various services related to the Market Conduct examination functions of the Department.  The Department will qualify vendors to support comprehensive, targeted, multi-state, and/or limited-scope Market Conduct examinations by providing market conduct examiner, Information Technology (“IT”) specialist, and other specialist services.  The Department will evaluate vendors that provide any or all of the needed services for inclusion on the list of qualified vendors.

The purpose of this RFQ is to allow the Department to qualify vendors to assist in comprehensive, targeted, multi-state, and/or limited-scope market conduct examinations of insurance licensees and entities.  Examination work must be completed in accordance with Pennsylvania laws and regulations (and other states’ laws when examinations are conducted on a multi-state basis), and the National Association of Insurance Commissioners (“NAIC”) Market Regulation Handbook.  This qualification process contains no guarantee of engagement to perform work on behalf of the Department.
