THIS BID IS SET ASIDE FOR SMALL BUSINESS. YOU MUST TO SELF-CERTIFY AS A SMALL BUSINESS PRIOR TO BID OPENING DATE. IF YOU DO NOT HAVE THE CERTIFICATE BY THE BID OPENING DATE, YOUR BID WILL BE DEEMED UNRESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD. Please go to www.smallbusiness.pa.gov to self-certify.
Furnish all labor, equipment and materials to perform janitorial services THREE (3) days per week at the PA State Police, Troop A Ebensburg, and in compliance with the General Specifications effective from 07/01/2021 - 06/30/2023 then following with (3) THREE (1) ONE - year options to renew.
Attached to this IFB is a Proof of Visit Form (found under the Solicitation Number in www.pasupplierportal.state.pa.us), which must be signed by the Station Commander or representative and the Vendor. The Contact Name and phone number for the Station site visit is at the top of the form. This form must be mailed, emailed or faxed to the number and/or address below by the bid opening date.
The Pennsylvania State Police (PSP) abides by the Criminal Justice Information Services (CJIS) Security Policy. The policy can be found at http://www.fbi.gov/about-us/cjis/cjis-security-policy-resource-center/view. In accordance with this policy, any vendor staff members that will perform janitorial services or be unescorted at a PSP facility must have a Federal fingerprint background check performed before entering the building. The vendor staff members required to have this background check must obtain the required authorization letter from their employer before reporting to a PSP installation to give a full set of fingerprints. The PSP will use the fingerprints to perform a state record check and will then forward them to the Federal Bureau of Investigation for a national criminal history record check. The information obtained from the criminal history check shall be used by the PSP for a fitness determination. PSP will retain records of those individuals who have completed the fingerprint background check. The vendor staff members required to have this background check are also required to complete Security Awareness Training in an online program called CJIS Online within two weeks of being fingerprinted. A test is administered after that training that must be passed. The training and test must be successfully completed biennially. Each vendor will also be required to have a designated CJIS Online Administrator who will be responsible for managing their company’s CJIS Online training account.
