Description:
This request for interest (“RFI”) provides to those interested in submitting proposals for the subject emergency procurement (“Offerors”) sufficient information to enable them to prepare and submit proposals for the Pennsylvania Health Insurance Exchange Authority’s “(Authority”) (with the assistance of the Pennsylvania Insurance Department (“Department” or “PID”)) consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for navigator services for the recently enacted state-based health insurance exchange. This RFP contains instructions governing the requested proposals, including the requirements for the information and material to be included; a description of the service to be provided; requirements which Offerors must meet to be eligible for consideration; general evaluation criteria; and other requirements specific to this RFP. This is being issued as an emergency procurement, as the services solicited must be provided by no later than September 12, 2019 in order to be operational and effective by the 2019 open enrollment period for the state-based exchange.
