the Commonwealth roadways during paving and widening operations in one pass while maintaining the power unit on the roadway and providing a level of safety to the operator. Roller attachment must be designed for transportation between job sites by means of the power unit,
at full speed of the power unit or by placing on a trailer by use of the power unit.
