Through this RFP, The Department of General Services will secure a contractor or contractors to provide mobile "virtual pipeline" supply of compressed natural gas (CNG) to be used for HVAC purposes by the State Correctional Institutions at Huntingdon and Smithfield, Huntingdon, PA and White Haven Center of the Department of Human Services, White Haven, PA.
In addition to the CNG Commodity, the selected Offeror(s) will supply equipment needed to decompress CNG to a specified pressure to meet the needs of the facility. Each location will construct a secure site with trailer bays for connecting CNG trailers to the decompression equipment through separate procurements due to Commonwealth legislative and policy requirements for the completion of construction projects. Offerors are required to submit site plans with their technical submittals to this RFP to aid in the design, construction, and/or completion of the decompression stations by the agency.
Site Visits: The Commonwealth will conduct site visits for each of the facilities included in this RFP to allow Offerors to gain a better understanding of the needs of each facility as it relates to the scope of work outlined in the Technical Submittal for each Lot. Although the site visits are optional, it is highly recommended that prospective Offerors attend the scheduled site visits. The site visit schedule is contained in Appendix Cof the Buyer Attachments. Site visits will begin and conclude promptly at designated times.
Pre-registration is mandatory for each site visit. Offerors attending each site visit must RSVP via email to the Issuing Officer at kworley@pa.gov for each site visit by 12:00 PM Eastern on the business day prior to the scheduled date of the site visit.
Failure to attend the site visit(s) will not be accepted as an excuse for failure or omission on the part of the Offeror to fulfill all the requirements within the RFP.
