The Pennsylvania Department of Education (PDE), Division of Food and Nutrition (DFN), is responsible for ensuring sponsors of the Child and Adult Care Food Program (CACFP) and School Nutrition Program (SNP) are administering these programs within the guidelines and regulations established by the United States Department of Agriculture.
DFN is mandated by USDA to complete a specific number of site inspections by trained inspectors. DFN has worked to maintain an adequate number of Field Service staff to meet those requirements; however, due to the volume of required inspections, DFN is seeking to contract with an outside vendor to assist with the review process.
In addition to portions of the review being conducted on-site, DFN utilizes the Child Nutrition Program Electronic Application and Reimbursement System (CNPEARS) to monitor review schedules, document the details of each review, including action to be taken by the sponsor and to allow sponsors to detail action to be taken to correct issues presented.
The PDE, Food and Nutrition Service (FNS), is in need of assistance to conduct program compliance reviews of its CACFP participants. As the State agency for this program, PDE must meet minimum review standards as required in 7 CFR Parts 226 & 245 of the Child and Adult Care Food Program Regulations. The contractor must have a minimum of three years of CACFP experience conducting CACFP reviews on behalf of a State Agency.
