This Project includes: PROFESSIONAL SELECTIONS. PROJECT TITLE: Norristown State Hospital – New Forensic Building BRIEF DESCRIPTION: THIS PROJECT IS A PILOT FOR IMPLIMENTATION OF LEAN PROJECT DELIVERY. APPLICANTS MUST HAVE PRIOR EXPERIENCE LEADING PROJECTS USING LEAN TOOLS AND METHODS. Please read the Program Development Study and Instructions for Completing and Submitting an Application in the e-builder portal carefully. The scope of work includes, but is not limited to, construct a new Forensic Psychiatric Hospital that will meet the growing demand for forensic psychiatric beds in Eastern Pennsylvania over the next 20 years. The building program includes patient living units, treatment space, administrative space, and operational space. The building must have all necessary security measures to prevent elopement and protect patients and staff from harm. It must be recovery-oriented and based on modern treatment practices that allow for the best treatment and quickest recovery for the patients. ESTIMATED CONSTRUCTION COST: $241,600,000.00.

The Goals for SDB participation: 14% The Goals for VBE participation: 3% ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS: Short-listed firms will be permitted to tour the site on June 29, 2022. Interviews will be conducted with all short-listed firms on August 2, 2022. The short-listed professionals will be notified with more details on the interviews. A “Detailed Proposal” will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references; key personnel must have experience leading or participating in Lean projects; the firm’s approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm’s portfolio of a project using Lean tools and methods that illustrates the firm’s ability to translate design intentions into a solution that meets the client’s needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; a description of how diversity will be accomplished within the team; include detailed information on experience with campus utility systems, including medium voltage electric, water, sewer, utility coordination, etc, include firm’s experience with Revit; a description of the firm’s understanding of the LEAN processes described in the Program Development Study and how the firm has used these processes successfully on other projects, including references for the projects; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
