Description:
The purpose of this Business Enterprise Program (BEP) Randolph-Sheppard Retail Sales Invitation to Qualify (ITQ) is to pre-qualify responsible, responsive contractors experienced in delivering food services as specified in this ITQ at designated state and federal government locations located throughout the Commonwealth of Pennsylvania (Commonwealth).
The Pennsylvania Office of Vocational Rehabilitation’s Bureau of Blindness and Visual Services’ BEP will offer pre-qualified contractors the opportunity to submit proposals to install, to operate and to maintain retail food service facilities at state and federal locations and at other locations as may be so identified during the life of the ITQ-generated contract.
Such food service facilities will include but not be limited to micro-market and vending machine concession operations.
For purposes of the ITQ micro-market and vending machine food services categories, a pre-qualifying contractor may provide stipulated contract services directly or through subcontractors whose use has been approved by the BEP. A Bidder’s intention to administer contract services through subcontractors must be identified in its response to this ITQ and must be accompanied by information identifying and verifying the subcontractors’ credentials to perform the contracted retail food service.
Contracts awarded through this ITQ process are designed to generate income for the BBVS/BEP through commissions paid by contractors providing food services as stipulated in this ITQ.
