Due to a technical issue, RFP 3510R10 has been withdrawn and re-issued as 3519R10-1.
PennDOT’s Local Technical Assistance Program (“LTAP”) is part of a national initiative to transfer transportation technology through training, technical assistance, and other customer services to municipal officials and their staff. PennDOT LTAP provides technical information and proven technologies dealing with roadway maintenance and safety methods to meet the growing demands on municipal governments. PennDOT LTAP has provided technology transfer services to Pennsylvania’s 2,560 municipal governments since 1983. Over that time, PennDOT LTAP has been recognized as one of the leading LTAP centers in the United States and has continued to provide innovative and state-of-the-art service to its customers.
The Federal Disadvantaged Business Enterprise (DBE) program applies to this procurement. There is a DBE Goal of 8.22% established for this procurement.

The Issuing Office will hold a Virtual Pre-proposal Conference via Skype for Business on Wednesday, October 28, 2020 at 2:30 PM. Skype users can join this virtual Pre-proposal Conference by clicking in the link in the JAGGAER Event Description. All other users can join by dialing 267-332-8737 and then when prompted enter Meeting ID 945840086#. Attendance is optional. The purpose of this conference is to provide an overview of the project, an opportunity for networking and to review the Diversity Program requirements for this RFP. Questions submitted via this JAGGAER event, prior to the conference, will be read and answered at this conference if possible.
