This Project includes: PROFESSIONAL SELECTIONS. PROJECT TITLE: Harrisburg Military Post Rehabilitation& Modernization BRIEF DESCRIPTION: THIS PROJECT IS A PILOT FOR IMPLIMENTATION OF FUTURE LEAN INTERGRATED PROJECT DELIVERY (IPD). APPLICANTS MUST HAVE PRIOR EXPERIENCE CONDUCTING LEAN IPD PROJECTS. Pull Planning, Target Value Design, Continuous Estimating and Big Room Integration Events are some of the delivery methods that are expected to be incorporated in the design process. Please read the Program Development Study and Instructions for Completing and Submitting an Application in the e-builder portal carefully. The scope of work includes, but is not limited to, improvements to Dining and Assembly areas, Weapons and Equipment Storage, and Personal Storage. Additional space shall be developed for Maintenance Training and Physical Fitness. Site accessibility and parking will need to be addressed to enhance accessibility and function, improve force protection and security and meet current zoning, code, and safety standards. The project also includes removal of hazardous building materials, improvements to building envelopes, Upgrades to HVAC, plumbing, electrical and fire protections systems, and renovations as required to comply with the Americans with Disabilities Act and other applicable codes and military standards. ESTIMATED CONSTRUCTION COST: $11,250,000.00.

The PROFESSIONAL SELECTIONS MEETING is scheduled for WEDNESDAY, May 1, 2019 AT 10:00 AM.
ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS: Short-listed firms will be permitted to tour the site on May 8, 2019. Short-listed firms will be notified via e-mail on or before May 3, 2019 with additional information regarding the site tour. Interviews will be conducted with all short-listed firms on May 22, 2019. The short-listed professionals will be notified as to the time and location of the interviews. A “Detailed Proposal” will be requested from short-listed firms for this project. The following information will need to be provided by May 17, 2019: detailed resumes for key design and management personnel with references, key personnel must have experience leading or participating in Lean IPD projects; the firm’s approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm’s portfolio of a Lean IPD project that illustrates the firm’s ability to translate design intentions into a solution that meets the client’s needs and expectations with client contact information; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; visual examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; a description of the firm’s understanding of the processes described in the Program Development Study and how the firm has used these processes successfully on other projects, including references for the projects; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
