PROJECT TITLE: Elizabethtown Training Academy – Renovate Boiler Plant, Replace HVAC Systems & Water Lines BRIEF DESCRIPTION: The scope of work includes, but is not limited to, upgrade or replace Elder Hall HVAC systems and site water piping, conduct feasibility study for Central Utility Plant/System Distribution System, and renovate the Central Utility Plant pending results of the study.
ESTIMATED CONSTRUCTION COST: $1,960,000.00.

The PROFESSIONAL SELECTIONS MEETING is scheduled for WEDNESDAY, DECEMBER 9, 2020 AT 10:00 AM.
The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation.
The Goals for SDB participation: 16%
The Goals for VBE participation: 3%
ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS: Interviews may be conducted with all short-listed firms. DGS and the client agency reserves the right to not to conduct interviews. The short-listed professionals will be notified as to the date, time, and location of the interviews if they are to be conducted. A “Detailed Proposal” will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references; the firm’s approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm’s portfolio of a project that illustrates the firm’s ability to translate design intentions into a solution that meets the client’s needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; visual examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; a description of how diversity will be accomplished within the team; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
