Description:
|
The Lottery is seeking RFP Contract Deliverable Review services related to two large implementations. The implementations are associated with the Lottery's RFP for instant lottery game systems and services and lottery central system and services (RFP 6100046047). The vendor will review pre-defined project deliverables, required under RFP 6100046047, to ensure each deliverable's accuracy and consistency with respect to the requirements of the RFP and the contracts resulting from the RFP. The vendor will also review draft and final RFP contract deliverables to ensure that all changes to the deliverables requested by Lottery have been made. The vendor will do a review of the systems/solutions to ensure that the systems/solutions resulting from the RFP are consistent with the requirements of the RFP, the contracts resulting from the RFP and the final RFP contract deliverables.
On March 19, 2020, the Governor’s Office issued a General Purchasing Ban to limit spending of goods or services that are not critical to operations. The issuing agency has determined through its internal approval processes that this solicitation is absolutely critical to operations and does not violate the Governor’s General Purchasing Ban. Additionally, the issuing agency conducted due diligence via positive vendor affirmation that there is sufficient competition due to the prevalence of telework allowing a preponderance of suppliers to have access to respond to the solicitation. The Commonwealth’s electronic bidding systems can be accessed via teleworking by the Commonwealth and suppliers due to the phased reopening of counties across the Commonwealth.
