Description:
|
Department of Health (DOH) is seeking a Software as a Service (SaaS) solution to provide an IIS for the Commonwealth of Pennsylvania. The system shall be a web-based system that is system administrator configurable and fully integrated with third party solutions based on HL7 standards.
This system will be utilized by DOH, other CWOPA Departments, and trusted third parties. The system shall provide a secure environment that facilitates the electronic querying and submission of patient demographic information, immunization data and related clinical information as related to immunizations. The system must support the Centers for Disease Control and Prevention (CDC) published IIS Functional Standards v4.1 with a release date of 2017. In addition to the IIS Functional Standards, the system must also support the American Immunization Registry Association’s (AIRA) Modeling of Immunization Registry Operations Workgroup (MIROW) best practices for IIS operations. The system shall also provide meaningful data that is shared with the broader immunization community to monitor progress toward meeting public health objectives including monitoring immunization coverage rates, Immunization Quality Improvements for Providers (IQIP) and supports the functionality to order publicly funded vaccines.
The proposed Pennsylvania Immunization Information System (PAIIS) shall be able to issue official immunization records. The system shall provide a web-based and a HL7 Webservice that supports interoperability between Electronic Health Records (EHR) and the PAIIS. Fully support the IQIP requirements that promotes and supports implementation of provider-level strategies designed to help increase on-time vaccination of children and adolescents and adult vaccinations.
The vendor shall provide discovery, consultation, data conversion, implementation, training, testing services throughout the deployment of the system. The vendor shall also provide ongoing service and support for the system. This includes maintaining detailed, web-based documentation of the proposed PAIIS.
