Description:
The objective of the Statewide Adoption and Permanency Network (SWAN) is the support and enhance timely permanency for children in Pennsylvania who are in the custody of county children and youth agencies (foster care) and to provide Post-permanency support services to families. The majority of this program is direct services to children and families. Services provided are child profile, child preparation, child specific recruitment, family profile, placement, finalization and Post-permanency. Support services are also provided and include the Pennsylvania Adoption Exchange, Legal Services Initiative, SWAN Helpline, training, technical assistance, conferencing, matching services and activities, the American Bar Association's Barriers to Permanency Project, support for the Pennsylvania Resource Family Association and public relations support. The selected prime contractor will oversee $65-70 million in direct services to children and families. This includes the support and data/information management related to those provided services per year and the Legal Services Initiative (LSI) that provides paralegals to all 67 county children and youth agencies. The paralegals are a direct service to county agencies and provide the necessary legal support for children to obtain permanency. Cost associated with direct services, including LSI are determined through the Departments Needs Based Plan and Budget Process.
