Proposed Method of Procurement:
Description:  DCNR’s Bureau of State Parks currently contracts for a multi-channel reservation and revenue program that is used by the public, DCNR employees, and a central call center.  The program handles Point of Sale (POS), and creation of reservations/registrations for campsites, marina slips, boat rack, shoreline mooring, walled tents, camping cottages, deluxe cottages, nature inn and mansion rooms, backpacking sites, yurts, lodge, cabins, organized group cabin camps, meeting rooms, pavilions, picnic groves, and organized group areas.  The system also handles reservations for whitewater boating launch times and boating reservation wait and transfer lists.  The system also allows for availability notifications when a site or site type is booked and later becomes available.  The service contract also includes a data management, accounting, reporting, and a 24-hour help desk for use by state employees.  In addition, the program tracks all revenue taken in by state park and call center staff.  It has an established and operational interface file export for that allows for an integrated enterprise system upload in the Commonwealth’s SAP software.  DCNR has successfully provided these services through maintaining the program in-house and privatizing from 1998 through 2018.  In this capacity, the current application is responsible for handling all revenue collected by state parks.

DCNR is seeking the continuation of having the most robust, flexible, enhanced, comprehensive, and user-friendly web based reservation and revenue solution and Call Center for selling individual items and permits, taking reservations and registrations, reporting facility attendance and usage, inventory control, and revenue tracking and reporting.  DCNR will be utilizing a Central Call Center, a mobile application, and the internet for the reservations and providing park information, along with a field application for walk in registrations and point of sale (POS) operations. The system must provide a mobile responsive web portal providing national and international exposure for Agency properties.  The system is expected to effectively and simultaneously process all park facility reservations/registrations with an integrated point of sale component that tracks all park collected revenue, that is GAAP (Generally Accepted Accounting Principles) compliant, and provides real time data for all users.
