Description:
PennDOT seeks a consultant to satisfy the need for strategic and financial consulting services. The services provided through the resulting contract shall support the Commonwealth in fully implementing Pennsylvania’s Public-Private Transportation Law, Act 88 of 2012, through project and program development including:
o Programmatic analyses of policy, investment, and risk considerations;
o Detailed valuations and financial analyses of specific projects or programs;
o Written preparation of proposals and/or solicitations;
o Written and oral evaluations of proposals and/or solicitations;
o Development and presentation of reports;
o Participation in negotiations and execution of agreements and contracts;
o Program and task management, including quality control;
o Project estimating and schedule development and review;
o Program and project specific marketing and public outreach; and
o Administrative support and staffing.
