Description:

PA Revenue Department is in need of professional Independent Verification and Validation (IV&V) services for a replacement of 7 major Revenue Tax Systems. The IV&V services are needed to ensure that the Modernization Solution Provider delivers all products and services as required and in a timely and cost effective manner.
Additionally, the IV&V Contractor will be responsible for evaluating the performance of DOR in regard to the agency’s responsibilities for the project and will make recommendations for changes and continual improvements.
The primary objectives for this engagement are that the IV&V Vendor ensures:
• The soundness of the Tax Modernization Solution Provider’s methodology, planning and execution of the project;
• The soundness of the Tax Modernization Solution Provider’s technology and deliverables;
• The soundness of DOR’s project team and level of participation;
• That project risks are identified early and addressed quickly;
• That needs of all project stakeholders are being addressed and expectations are managed;
• That DOR receives expert advice and counsel regarding the delivery of the Tax Modernization project
