Description:
|
The Department of Health (DOH) is seeking a fully integrated, interoperable, configurable, customizable, documented, easy to use, web-based, Commercial Off-The-Shelf (COTS) or Modified Off-The-Shelf (MOTS) solution and Vendor services to provide a statewide Vital Records Management System (VRMS) for the Commonwealth of Pennsylvania (CWOPA). This system will be utilized by DOH, other CWOPA Departments, and trusted thirds parties. The system shall provide a secure environment that facilitates the electronic origination, registration, filing, amending, management, maintenance, and storage of vital records, related documents, and data. Vital Records include but are not limited to birth, death, fetal death, and Induced Termination of Pregnancy (ITOPS).
The proposed VRMS shall be able to issue Birth and Death Certificates. The system shall provide web-based and phone-based self-service channels for ordering Birth and Death Certificates. Services provided through these channels will include, but are not limited to, eligibility determination, identify verification, credit-card payment processing, order verification, and order processing.
The Vendor shall provide discovery, consultation, data conversion, implementation, training, and testing services throughout the deployment of the system. The Vendor shall also provide ongoing service and support for the system including maintaining detailed, web-based documentation of the VRMS.
