Description:
The Pennsylvania Department of Transportation (PennDOT) intends to issue an Invitation to Qualify (ITQ) that will prequalify vendors as the first step in the procurement process for traffic data collection services (Services). Vendors that become qualified under this ITQ will have the opportunity to submit prices for Services issued as Request for Quotes (RFQ) by the individual PennDOT Engineering Districts (Districts). Contractors selected for these Services will conduct counts using equipment which collects axle-based traffic counts and is compatible with the Internet Traffic Data Upload System (iTDUS). The contractors will furnish all labor, equipment and materials to provide the Services within PennDOT’s Districts. The contractor’s primary duty will be to provide accurate and timely traffic volume and vehicle classification information to PennDOT for internal decision making, reporting to the Federal Highway Administration, and dissemination by PennDOT to the public. Traffic data procured will be a key component to PennDOT’s traffic monitoring system and will be used to produce Annual Average Daily Traffic (AADT) estimates for the counted traffic location.
