Description: HB 3 has been introduced, which would create a state-based exchange that would be operated by a state-related entity, the Pennsylvania Health Insurance Exchange Authority.  This is a major, highly important initiative of the Governor’s Office, and the legislation is expected to move rather quickly over the next week or so and enactment is highly expected.  The following is a link to the legislation:

One of the federal requirements for the state-based exchange is that the Authority overseeing he state-based exchange establish “navigators” who will assist consumers with enrollments on the exchange.  The Insurance Commissioner will essentially “be” that Authority until the remaining members are appointed within 60 days.  Practically speaking, these navigators would need to be in place by the beginning of September in order to be ready to assist consumers in the open enrollment period.  It is envisioned that there would be at least one, but possibly two – three entities, that would qualify and be selected as navigators.  As such, given the timing of the legislation and the need to meet the federal requirements, this will likely need to be an emergency procurement.  However, we would like to have the procurement be competitive, but just on a very tight timeframe, with the contracting approval process occurring after the fact to ensure that the navigators are in place to assist consumers and we are meeting the federal requirements for the state-based exchange.  A rough timeline (very subject to change) would be to have enactment of the law in the next week or two, followed by a short drafting period for the emergency procurement documents with the emergency procurement “going live” around the end of June.  Submissions would be due mid-July and selections would need to be made by the end of July at the latest.  This would allow about a month for the navigators to be up and running just in time for open enrollment and the questions and consumer needs that it generates. 

The money for the navigators will be coming as a subgrant to Insurance from DDAP.
