Material or Service: Services: The health system shall provide leftover biological specimens from patients presenting to emergency department(s) with suspected unintentional non-fatal overdose weekly to the DOH Bureau of Laboratories for definitive toxicological testing. Suspected
unintentional non-fatal overdoses are defined as those suspected overdoses with unintentional or undetermined intent for patients that did not die in the ED; specimens from victims who intended self-harm (e.g. suicide) should be excluded. DOH will provide a sampling scheme specified by the Centers for Disease Control. The health system shall provide the following data when submitting specimens: specimen type, specimen ID, specimen collection date, patient ID, and any other variables deemed necessary for ID data record matching. DOH will provide all necessary training and materials to
package and ship specimens. By April 1, 2024, the health system shall submit to the DOH a copy of the process workflow that will be implemented in the participating emergency department(s) to support the identification, retrieval, storage, packaging,
and shipping of the leftover biological specimens by June 1, 2024. The health system shall provide monthly progress reports to DOH using a DOH-provided template to report progress of biosurveillance activities and document completion of specimen shipping deliverable.

Description: The DOH will procure services from a health system to implement required biosurveillance activities as part of the CDC-RFA-CE-23-0002 Overdose Data to Action in States grant. DOH will procure services from a health system to support staff and infrastructure necessary to identify, retrieve, store, package, and ship leftover biological
specimens to the Pennsylvania Department of Health Bureau of Laboratories (BOL). The health system must have provided a letter of support to DOH during the application process for CDC-RFA-CE-23-0002 Overdose Data to Action in States grant.
